On August 24, 2022 the ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) ruling on the Definition of A “Frame or Receiver” and Identification of Firearms went into effect. You can find the summary of this ruling here: https://www.atf.gov/rules-and-regulations/definition-frame-or-receiver.
This ruling, and subsequent definitions and open letters, sent the world of home manufactured firearms into a state of chaos, especially for vendors of AR Lower Receivers & Jigs, Polymer 80 frames and jigs, and the many other home build kits available online. Over the last year, online vendors have adjusted to an ever-changing landscape of rules and regulations, designed to confuse and frustrate consumers to a point of non-purchase.
While the ATF has not banned home build, they have redefined what a “firearm” is, which appears to include Buy Build Shoot kits. In essence, vendors are able to sell different elements of kits from their websites, but not the entire kit. You may see frames and build kits on one site, but no jigs, or jigs and build kits, but no frames. Again, it would appear that the intent is to confuse the end consumer to the point of non-purchase.
Another component of this ruling is that vendors can no longer provide instructions on how to create the firearm, specifically the drill and mill process typically associated with 80% frames and lowers. The milling process results in a “firearm” by ATF definition. Vendors can provide instructions on assembly, but not for manufacturing.
